Bridging the Gap: UJ’s UNESCO Chair to Lead Africa’s Digital Inclusion and AI Policy

On April 17, 2026, the University of Johannesburg (UJ) solidified its position as a continental leader in digital governance by signing a landmark Memorandum of Understanding (MoU) with the South African government. This agreement formalizes UJ’s role in leading the newly awarded UNESCO Chair in Cultural Inclusivity and Equity in Digital Media in Africa, a strategic initiative designed to shape the future of digital inclusion and AI policy across the continent.

The UNESCO Chair: A Continental Mandate

Awarded for the 2026–2030 cycle, the Chair was secured by UJ following a highly competitive global selection process involving 135 international applications.

  • Leadership: The Chair is held by Professor Prinola Govenden within UJ’s Faculty of Humanities.

  • Strategic Purpose: It serves as a national asset to support South Africa’s digital diplomacy and its leadership role in defining African-led digital narratives.

  • Scope: The mandate extends beyond South Africa, aiming to ensure African voices lead in defining global digital structures rather than remaining passive recipients.

Partnership with the South African Government

The MoU was signed by Minister of Communications and Digital Technologies, Solly Malatsi, and UJ’s Vice-Chancellor, Professor Letlhokwa Mpedi.

  • Policy Informing: The government intends to draw on this academic expertise to inform approaches to complex areas including artificial intelligence (AI), platform governance, and data regulation.

  • Collaborative Innovation: The partnership anchors a triple-helix collaboration between government, academia, and industry to accelerate inclusive innovation.

  • Cabinet Endorsement: The initiative received high-level endorsement led by Minister in the Presidency Khumbudzo Ntshavheni, highlighting its importance for Africa’s role in international digital cooperation.

Core Focus Areas and Objectives

The Chair will drive interdisciplinary research and policy recommendations to address critical gaps in the digital ecosystem:

  • AI and Governance: Examining the impact of the Fourth Industrial Revolution (4IR) and contributing to governance frameworks that address digital exclusion.

  • Decolonizing the Internet: Fostering an inclusive internet that preserves local knowledge systems and cultural representation.

  • Equitable Access: Moving the debate from simple technical access to deeper questions of ownership, representation, and equity in digital media.

Global and Industry Support

The initiative is supported by a robust network of academic and industry partners:

  • Academic Partners: Collaboration includes institutions in China, Canada, and Nigeria.

  • Industry Stakeholders: Major players such as MTN Group, Ericsson, and the South African Chamber of Commerce and Industry have signaled cross-sector support for these goals.

Future Outlook

Following the MoU signing, UJ is scheduled to officially launch the UNESCO Chair and host a Ministerial Roundtable on May 15, 2026. This upcoming event will focus on advancing localization and equitable knowledge systems across the African continent.
